MINISTRY FOR THE ECONOMIC DEVELOPMENT OF THE RUSSIAN FEDERATION
The Real Estate Department of the Ministry of Natural Development of Russia (hereinafter referred to as the Real Estate Department) has considered the applications of 12 February 2013 and reports.
In accordance with the Regulation on the Ministry of Economic Development of the Russian Federation, approved by Government Decision No. 437 of 5 June 2008, the Ministry of Economic Development of the Russian Federation has no power to explain the legislation of the Russian Federation as well as its application.
However, we believe that it is possible to note the following on the issues raised in the communication.
1. In subsection I of the Single State Register of Real Property Rights and Transactions (hereinafter referred to as the EGP) information on the number of floors of the building and the construction of public registration of law.
In accordance with the provisions of article 20, paragraph 1.2, of the Federal Act of 21 July 1997, No. 122-FZ of the State Registration of Real Property Rights and Transactions with It (hereinafter referred to as the Registration Act), paragraph 23 of the Regulations of the Single State Register of Real Property Rights and Transactions with It, approved by Government Decision No. 219 of 18 February 1998, subsection I of the EGP contains a brief description of the property subject of the title on the title of the title of the title of the title of the title of the title of the title of the title of the title of the title of the title of the property in question of the title of the title of the title of the title of the property in question of the property in question of the property in question of the property in question of the property in question. Subsection I of the EGP may be recorded on the basis of other documents in cases established by the Registration Act.

According to paragraph 42 of the requirements for the preparation of a technical plan for the building approved by Order No. 403 of 1 September 2010 of the Ministry of Economic Development (hereinafter referred to as " requirements " ), the relevant sections of the " Haracteristics of the Building " of the technical plan of the building are reported on the number of floors of the building (including underground). In the absence of the underground floors of the building, the sign "- " is placed in the corresponding line.
Similar requirements are contained in the requirements for the preparation of a technical plan for the construction approved by Order No. 693, of 23 November 2011.
